I am sorry your surgery did not turn out as you had hoped. You may have had one or more of the possibilities: A reoccurence of the ganglion, a hematoma formed large amount of scar tissue, or a nerve entrapment. Options might include injections of cortisone, alcohol sclerosing solution, electrical stimulation (galvanic, alpha stim etc).
It doesn't sound like the orthotics were helpful. See another foot specialist and explore your options.
