Dry, cracked, painful heels....HELP!

I have severely dry, cracked heels that are becoming very painful. In some cases the crack is very deep and is on the borderline of bleeding. I don't know what to do. I've tried creams and soaking my feet but perhaps I need to do this more religiously.

Any advice?
