right big toe tinkeling

I WOULD LIKE TO KNOW WHAT WOULD CAUSE MY RIGHT BIG TOE TO TINKEL. IT DOES NOT DO IT ALLL THE TIME IT GOES AND COMES. MY RIGHT INDEX FINGER DOES IT ALSO. BUT IT TURNS WHITE.I WOULD APPRECIATE ANY INFO. THANKS SO MUCH LINDA
