I do not understand why you got a shot in your heel for torn ligaments. If your doctor told you you have plantar fasciitis which is inflammation of the tendon on the bottom of the foot that holds up the arch, then an cortisone injection is one (of many) acceptable treatments. If you do a Google search for heel spur or plantar fasciitis, you will get alot of information about various treatments. If you tell your doctor you do not want another shot, ask what other options there are. If you are not pleased with this doctor, see another.
