swollen and red arch

I wanted to know what was wrong with my foot. I have been recently diagnosed with plantar's fascia in my right foot, however i also have a red swollen arch on my left foot.It stays red ands swollen all the time, even when first up in the morning. It doesnt hurt to walk, but is tender to touch and it wraps up the inside of my foot just to the top.You can feel where it is swollen up the side. It feels as if a vein is swollen, very weird! It has a deep itch and never seems to get better, it has been there for 2 1/2 weeks now. What is it and what do I do?
