First I want to congratulate you on your concern for your mom. She should be proud of you. Second of all, sometimes doctors say things in an overly simply manner. There are amny situations that just don't translate into regular english easily. Having said that. I suggest you pose these questions to the orthopedist.

Not having seen her foot and x-rays, I can not give you any reliable information. The best answer will come from the doctor who treated her and don't quit asking until you understand.
