broken pinkie toe

i broke my pinkie toe a few years ago for the first time, and since then i've caught it on something and re-broken it about 6 or 7 times. normally, i ice it and elevate it and in a few days its feeling right again. three weeeks ago i did it again and it still is achey and pains me. the only thing i missed was icing and elevating it in the first 36 hours, and i know that was stupid, but could that be the reason why it's still acting up? i don't have insurance so i can't go get an xray, but if i absolutely have no choice, then. . .
