A laser is a tool that is useful to burn tissue. I am not familiar with using it for the purpose you describe.

Any cutting (or injury for that matter) will result in scar tissue. Controlling excess bleeding and closing down the empty space where the neuroma is removed helps decrease the amount of scar tissue.

You need to discuss your concerns with your doctor.
