Veins on Ankle Bone

My daughter has suffered for several years with her ankle hurting pretty bad. She has noticed that when it hurts one of her veins is laying over the ankle bone. It also seems to be larger at this time. When the vein goes back down the pain is less intense. Does anyone have any suggestions on what this could mean?
