Big Toes

My sister and I have the same problem, thick yellowing toenails. They seem to grow out then 3/4 of it will turn yellow and it looks like the last 1/4 is growing in new. My sister had a dermatologist test her toenail and they said it is not a fungus. What else could it be and what could we try for it?
